in san francisco overnight following a fatal shooting that happened at the victim's front door. [ inaudible ] >> -- just talked to relatives of the victim. good morning. >> reporter: good morning. san francisco police are still out there. they have part of the road roped off. this has been tough on family members who arrived after hearing about it. we have details from the family and police. the family tells us dennis dixon was shot in the doorway. his 22-year-old stepson was assaulted and taken to the hospital. you can see paramedics taking the stepson away earlier last night. we are told he lived here with his stepfather and may be released earlier. now you are looking at that video of the. the dills which led up to the shooting are not complete. initially police confirmed this was a home invasion but they

may have known each oamplet din miss dixon's mother told us she was told her son pulled up to the apartment before 11:00 last night and exchanged words with one of the suspects which is when the suspects forced themselfs into the apartment and then the shooting happened. dennis dixon's brother told us his daughter woke him up in a panic. >> she just banged on the door and said dad, wake up your brother was murdered. and i ran with my boxers on and i just ran to the door and said 0 lord, no, please don't tell me that. and she said, yes. >> reporter: we nt that police arrived quickly to the scene and arrested two men they believed were involved in the shooting at 1:00 a.m. at this point detectives are still investigating this homicide. it is the 36th homicide of the year. right here in san francisco. we will have more on this coming up. reporting live, jade hernandez ktvu channel 2 news. >> 5:-2. there are several new developments in last week's deadly explosion and fire in

san bruno. governor schwarzenegger arrives this afternoon at the disaster zone after coming back from a trade mission to asia. federal investigators are now looking into whether reports that enterror shut off valves may have led to a deadlier costlier disaster and the first spoarnds are describing the blast and we are hearing the chilling dispatcher tarps of that horrible night. many at first thought they were dealing with a different kind of disaster. >> appears we have a plane down in the neighborhood. >> now others thought it could have been a terrorist attack, but one thing is clear, firefighters did everything possible to try to save an entire neighborhood engulfed in flames. >> we have got major heat. we are trying to move people out of these homes right now. >> top that engine. we have no water. we need them to link into us. >> copy that.

>> we think we got a broken water main down here, so they need to lay intro the quarter of san bruno avenue. >> we want to start a third alarm. multiple houses, we are trying to get close. we have possibly several blocks on fire at this time. >> incredible audiotapes. dispatchers say they could tell something had gone terribly wrong when they heard those frantic calls coming from normally calm veteran firefighters. >> we are hearing from first responders and firefighters on the scene. some of them are sharing their painful stories of the pipe explosion disaster for the first time. they are describing what it is like to race into the middle of an inferno. >> we were left helpless and could only go so far because the wall of fire was 0 incredibly intensely hot and beyond anything i could describe so it was a helpless feeling knowing there were

flown by private jet there for this long awaited reunion with her mother. she was released yesterday after being detained almost 14 months accused of spying. officials negotiated a deal for her half million dollar bail. >> i feel myself i have a huge debt to repay the world for what it has done for me and my first priority is to help my fiance shawn bauer and my friend josh vet al to gain their freedom because they don't deserve to be in prison anymore. >> the state department is encouraging iran's president to bring the remaining detainees, shane bower and josh vital, with him. >> 5:06 is the time right now. let's go over to sal to check in on the traffic so far this morning, sal. >> pam and dave, good morning. we have an accident southbound 880 at mission boulevard and fremont on the so you woulder not causing a big delay. let's go out to the east shore freeway and talk about 880. a lot of people on the road early.

the traffic is moderate. certainly a lot of people out there. there is not a lot of stop and go traffic. westbound toll plaza is still light into san francisco so you don't have to worry about that. northbound 280 traffic is moving well up to highway 17. at 5:06 here is steve. >> all right, sal, thank you. we do have fog back but high pressure is building in so it is more on the way of fog and low clouds but some of that is reducing visibility and giving us drizzle out there. a few high clouds later today as a strong low deepens off the coast. today fog and drizzle, sunny and warmer, 60s, 70s and 80s. temperatures coming up a little bit. 50 san rafael and napa. warmer for many, livermore, concord, san francisco, palo alto all 53, oakland berkeley 55, san jose warmer, 50s up and down the coast until you hit san diego at 63. a series of lows will send in

relatively new staged big upsets last night, defeating more established republican candidates in some very surprising primaries. the biggest upset was out of delaware in the fight for joe biden's senate seat, conservative tea party favorite christine o'donnell pulled off a stunning upset over mike castle. the grass roots tea party caned date also claimd a big win in new york. >> i want everyone in the republican party to oppose me to know this, you are welcome to join the people's crusade. >> reporter: the counting is still on in the new hampshire republican primary. the tea party candidate lost in maryland. here in dc political analysts are working overtime trying to figure out what these wins mean for november and if it helps or hurts democrats fighting to keep control of congress. i will take a closer look at that during the next update.

for now live in washington, d.c. alison burns ktvu channel 2 news. >> 5. l 12. this is day 77 of california without a budget. governor schwarzenegger is due back from asia today. he is expected to meet with republican and democratic leaders. the two sides are still arguing over whether tax increases or bulge et cuts should be used to balance the budget. >> some bay area parents say they are caught in the middle of the budget stalemate because the state funded child development center in oakland will close in the next two weeks unless there is a budget miracle in sacramento. >> we have not had any money since june and so we are at our last. we have no funds. >> the center has been providing free or low cost child care to low income families for the past 37 years and it has never had to close because of finances. parents we talked to voiced frustration with the legislature and the governor. this year is on track to be the longest the state has ever gone without a budget. well, former president bill

clinton has now thrown his support behind fellow democrat jerry brown for governor. just two days ago brown apologized for medicationing a joke about the monica lewinsky scandal of clinton presidency, in his endorsement the former president says brown would make an excellent governor. >> 5:13. lieutenant-governorrable maldonado has been one of the most visible state officials at the san bruno disaster scene. now the california democratic party is accusing him of using the disaster for his own political gain. as the acting governor he declared the state of emergency and conducted news conferences and his office alerted news cameras to be there when he delivered fruit to the burn victims. >> i could have shown up two days later and not taken care of the people of san bruno and then they would have been writing maldonado doesn't show up. >> some say maldonado needs airtime to improve his chances in the lieutenant-governor's

north bay but high pressure will griff as decent day once that fog burns off. 60s by the coast although canted a cruzen the 70s, low to mid 80s inland. a cool couple of days away from the coast. 50 to 57 covers the spread. most locations say cloudy, if not then there is clouds nearby. 30s mountains, 50s ukia, 51, 50s and 60s southern california. there is our system. it is going to continue to produce a series of systems. hefty rain totals up north of ft. bragg and north of cape men do sin 0, the question is how far south will this system go. it looks like san francisco oakland vallejo north by saturday but a couple of days to ease into that. today sunny and warmer av the fog and drizzle. 60s, 70s beachs, upper 70s around the bay, low to midi inland. fog today, tomorrow warmer,

here comes that system, that will increase low cloud g, fog, dealer, rain in the north bay looks like a given and sunday looks clearing andy breezy after some early morning rain. ♪ [ music ] >> overnight stocks in asia posted gains after the japanese government testified in to weaken the yen. the yen has been trading at 15 year highs against the dollar, which is battering exporters and hurting japan's economy. tokyo's nikkei average shot up more than 2% on the news. most other markets followed suit and gained ground as well. right now, though, it looks like a lower opening on wall street. we do get an important report on our economy this morning. we are going to see how that effects trading in about the next hour, numbers quiet by the close yesterday. the price of gold has hit a record high as concerns about the global economy continue. in new york the price of an ounce of gold is 1271 dollars. for some perspective 10 years

ago it was trading at $250 an ounce. toyota has moved to dismiss hundreds of lawsuits over claims of sudden acceleration, the motion was filed in federal court and says attorneys for toyota owners failed to identify any effects -- defects in their vehicles. millions of toyotas were recalled because of reports of acceleration problems in some of the models but company attorneys now contend there is no evidence of a flaw. >> our time now 5:17. new reports from congressional investigators indicate salmonella may have been found in egg farms two years ago. tests were performed at one of the major egg producers and indicate salmonella may hoff been detected in 2008. one test showed the particular strain of salmonella that recently sickened about 1500 people. those tests however were not performed on the eggs themselves. san jose city officials want a say on how high speed rail trains would zip in and out of the downtown area.

>> i want to make sure that the people of san jose have something we can be proud of. >> the rail authority is pushing for an overhead track but the city and some of the residents fear that will be an eyesore and cause a lot of noise. yesterday the city council voted to have its staff negotiate a deal with the rail authority. the city wants an underground tunnel option on the table or direct input and final approval of an elevated track. san francisco mayor gavin newsom is threatening to veto a new alcohol fee given preliminary approval by the board of supervisors. this fee would be applied to alcohol wholesalers. the revenue would help the city pay for healthcare costs related to alcohol abuse. however bar and restaurant owners say that fee would end up being passed along to retailers then passed on to customers, which would hurt their business. >> -- are coming out are drinking and eating less because they have less money to

spend. >> it is about time we put the cost of city services at the proper place, which is at the alcohol industry. >> the alcohol cost recovery fee comes up for a final vote next week. the america's supporters are asking the mayor to recuse himself. they say he holds an interest in a wine company. >> one california county has weighed in with its opposition to pg&e's smart meterrers, they voted to impose a moratorium on the smart meters but only in the unincorporated areas and just until the end of the year. santa cruz wants time to gather information about the health and safety concerns raised lately by the meters. >> he is calling it the worst horse racing accident he has ever seen. comments from a doctor attending to a jockey at golden gate fields and the particularly sad timing of his injuries. >> and protecting san francisco eye playground equipment from damage like graffiti, find out the one thing they hope to do

to sunshine, mostly sunny, temperatures inland will warm up to the low to mid 80s. >> san francisco park officials are trying to rid the parks of graffiti and testing out a new product to do that on playground equipment. it costs the city an estimated $300,000 to clean up graffiti from play structures every year. the translucent product being tested goes on like paint but is supposed to make it so smooth graffiti can't stick to it. >> one of the country's top jockeys is now recovering from a devastating fall at golden gate fields. doctors say michael martinez is paralyzed from the wat down and is in critical but stable condition. he was thrown to the ground on sunday after his horse clipped the heels of another horse. his spinal chord was severed when the 1100 pound horse rolled over him. the track physician says the accident is one of the worst he has ever seen. >> he broke all the ribs alongside that area, had

out there. >> yes, fog and drizzle, once that gives way mostly sunny, warmer today, especially away from the coast, the coast 60s and 70s, bay some 70s and inland 80s, there we go, low to mid 80s, it looks like we will top out today. what about the weekend ?oa we will have that in five minutes. now, here is sal. >> good morning. traffic is moving along okay if you are driving from place san tonto san jose right now, 680 and also 580 to the castro valley y looking pretty good. also the morning commute looks okay at the toll plaza where we are getting slowing here already. at 5:30. let's go back to the desk. >> we have new developments in last week's deadly explosion and fire in san bruno. governor swartd swart will we at the disaster zone this afternoon, coming back from that trade mission to asia. dispatchers have released the very chilling audiotapes that capture all of the day osand confusion of the frantic first moments of that disaster. and the first responders are

now talking about and describing the terrifying first moments of last thursday's huge blast. we are going to begin our coverage of all of this with claudine wong, she has the latest on this investigation. good morning. >> reporter: good morning, dave. yes, we are live over at the command post on glenview and san bruno just up from the disaster site. we were talking to the nts b this morning. certainly they are looking at all aspects of this explosion. how it could possibly start and how pg&e responded. one of the things they are looking at are the valves. we know they are looking at the welds on that specific pipe. but this took over an hour and a half to shut down once this fire started. first responders are seeing this fireball that was never

ending because they could not shut off the gas, they had to do it manually, and actually had to go down into separate areas and turn that off. the question is why weren't their automatic valves that would have shut down immediately? we talked to the ntsb about that this morning. >> what actually occurred was the responders were notified. they saw a pressure drop in their monitoring system. that is one of the things we did yesterday was to look at their monitoring system. they saw a pressure drop. they dispatched people to the valves and those people had to manually close the valves. >> reporter: are they not required to have valves that automatically shut off, especially on a pipeline that size? >> they are not. >> reporter: they are not required to have those valves but certainly local politicians are talking about making those requirements, you know, something mandatory. the ntsb is also looking into this as possible recommendations on how this should be handled in the future and also taking a look at their response to a disaster in the

early 80s because they said in that situation there were also manual valves so they want to take a look at the history of pg&e's response. they are still waiting to see if they can find anybody who smelled embase before this happened. they say they received almost 100 and the closest they have had is one e-mail who said they smelled gas maybe two to three weeks before. that doesn't even mean there was a gas smell to be smelled. it could happen as a pinhole leak where someone would have smelled gas or just a cast off failure where there would have been no warning at all in terms of a smell. so a lot over the table. the did talk with the ntsb and we will have more for that later on. claudine wong, ktvu channel 2 news. >> its highest risk natural gas pipelines in the bay area are both in the east bay.

the times reports the documents filed rated a pipeline in 40 monte and another in panol as the highest risk. >> a motorcyclist, who police say was driving around the site of last thursday's blast is facing serious charges. 34-year-old paul vai is accused of evading and assaulting a police officer. they pulled him over. while he was being questioned police say he took off on his motorcycle and ran over an officers foot. stay with us, we will have continuing team coverage of the pipeline disaster throughout the morning. we have incredible audiotapes from dispatchers and firefighters during that whole scene at ktvu.com. >> 5:34. police are investigating an

overnight shooting that happened in east oakland that injured one man. the victim was found at 2:30 this morning, shot several tiles. he was rushed to the hospital in critical condition. crime scene investigators spent the morning searching the area for evidence. so far there is no word of arrestor what may have led up to the shooting. the victim's name has not been released. police are testing out 15 video cameras actually being worn by officers in the field. the oakland police department is asking the city to spend more than a half million dollars to buy 350 video units along with the support equipment. the cameras are meant to provide an added layer of accountability and trust between the police and the public. the department wants to use the money from their so-called incar video project. allo indicated in 2006 but not used because the original system just didn't work.

>> union city police are arrested a 57-year-old man accused of fatally shooting another man who lived in his home. it happened at 4:30 yesterday afternoon on whipple road. police responded to an emergency call and found the victim in the driveway suffering from gunshot wounds. he died a short time later. police arrested the victim's housemates but are asking anybody with information to give them a call. a 29-year-old san francisco man is due in court today to face charges in a deadly crash in the city's richmond district. prosecutors say william rough hawes will be charged with vehicular manslaughter, driving under the influence and driving on a suspended license. police say he ran a stop sign in his suv early saturday morning, hitting another car, a 65-year-old woman who was a passenger in that other car died. a pedestrian hit and killed by a train in menlo park has

been identified. the san mateo county coroner's office says 53-year-old stephen ebaugh of menlo park was hit by a southbound train at 5:00 last sunday. it is unclear why he was on the tracks but he was reportedly a veteran of the marine corps and a member of the palo alto elks club. >> 5:36. authorities have identified the man killed yesterday morning in a fishing boat accident in the san francisco bay. investigators say roland reed was killed after the boat slammed into the rocks near the richmond marina. the sphiewn-year-old richmond man was a passenger on that boat. he had gone out fishing with three of his friends. investigators say they were not wearing life jackets. still not clear what caused the crash. yusef bay the 4th's request to move his murder trial out of alameda county is set for a second day of hearings today. the former leader of oakland's you black pus muslim bakery and his could defendant are accused

of murdering journalist chauncey bailey and two other men. defense wants want their trial movered to los angeles, they say media attention would prevent them from getting a fair trial in alameda county. >> how does the traffic look, sal. >> okay, so far, pam and dave. good morning to you once again. on westbound bay bridge a back up forming but nothing major, the metering lights don't go on until the 6:00 hour. once you do get on the bridge it does move well and no major problems. we look obviously at the road censors all over the bay area not seeing a lot of slow traffic. 880 north and southbound the traffic continues to move well. in san jose northbound 280 traffic is moving along well. at 5:38 here is steve. >> thank you, sam. good morning, everyone. we have a lot of fog out there. low clouds trying to make a push inland but high pressure is building in that will burn

that fog off sooner, santa rosa 51, san rafael 51, low to mid 50s for many. oakland airport running four degrees warmer than downtown at 58. san jose 57, livermore 52. a few high clouds. high pressure will pretty much knock it down but fog and drizzle, then mostly sunny. 60s, 70s and some low to mid 80s now inland. a couple of degrees each day. 50s for many but due to the cloud cover and the fog we are not probably going to cool off much anymore, 30s mountains, 50s valley, low to mid to 60s fresno, 6050s up and down the coast to fresno. right there. it looks like light rain farther south of san francisco but right now the bulk looks to be heading to the north. not a big system but it looks like it will make it by saturday. fog and drizzle gives way to

people who are normally calm you know elevated like that. >> 51 is out of water. we are hearing explosions like right now. we need an engine with tank water. >> residents were the only people who spoke to dispatchers during the emergencies. these dispatchers also took dozens of calls from first responders for hours during the fire. channel 2 got hold of the tapes yesterday. one of the things they reveal is the initial confusion over what was happening. >> call for falls alarm to this. it appears we have a plane down in the neighborhood. >> down, there is a plane down, we are getting multiple responses started. >> the level of urgency was so great at least one dispatcher compared the reaction of what was happening to that of the reaction of the earthquake back in 1989. coming up we are going to try to speak with firefighters here at station 51 about what they remember about their reactions
